No, they're not cheating, NPCs always pick random numbers on custom dices. A lot more commonly they will pick an utterly baffling number that doesn't make sense at all as a move and not get a hidden block. Examples include being 3 steps away from the star with enough money to buy it and rolling a 1 to land on a blue space instead of buying it

I mean its not outlandish. If you are far enough ahead in mario kart the game is programmed to make the the cpu karts drive faster than is possible for a player in order to keep all the racers so the karts stay bunched together. Something about maintaining a competitive experience.
